I may be in the minority here, but once I got used to the nipple mouse on my IBM laptop, I really liked it a lot better than the touchpad. I never had to take my hands off of the keyboard. It just kinda makes sense in my mind.

FEMA has been around for quite some time. I'll agree that DHS is a complete waste of taxpayer money though.
