Only in context can you discern what the speaker means. "Taro bought a pencil. Taro bought a book, too" is the same as "Taro bought a pencil. Taro also bought a book." Or "Sakura bought a book. Taro bought a book, too." is the same as "Sakura bought a book. Taro also bought a book." In Japanese, "mo" provides some context in regards to the subject or object involved without having to introduce any prior information. You may not know what that context is, but you do know the context is there and what kind of context it is---it's an anonymous context, if you will.

umm... theres not much to admit, i mean he can't deny it we have it on videoall he did was state a fact, state the obvious. I mean he knows fifa is not going to change the outcome, so it doesn't make a difference if he admits it or not
