I experienced an outage in Cuba once when I went there on vacation a couple years ago. Naturally, all of us Canadians were like 'Wtf?' but the Cubans didn't seem to mind at all. To them I guess was a routine occurrence and they just went on with their day without a second thought.

I like the art a lot but it doesn't feel like Dune to me. For my money, whoever did the art direction for David Lynch's Dune pretty much nailed what I saw in my head when I read the book. The book has an "old time" feeling to it despite being futuristic, so the grimy, industrial look and the hints of art deco and turn-of-the-century design aesthetic really felt right at home.
