The only logical excuse I can think of is that they can't (or rather, don't want to) break the billions of websites that were built to render properly under IE6's broken rendering engine. Quirks mode can only cover so much.
"The FAA said at that time the source of the computer software malfunction was a "packet switch" that "failed due to a database mismatch."Not nearly as interesting as the usual BOfH excuse. I'm particularly fond of "static electricity build-up due to panty-hose" myself.

Ya Burnt.....
It's difficult to compete with a country that pays the average woker an average monthly income of 70% of business workers in Mainland China is between 800 yuan (US $97) to 2,500 yuan (US $302). Not to mention the scary fact that China manipulates their currency. It's great that China let's us continue to borrow money....but let us not forget that for their money manipulation to continue they have no choice but to buy our dollars in the open market . A country like China, which runs a huge – Trade Surplus; can afford to buy dollars in the open market to keep the demand for dollars high, and push the dollar price upwards relative to the Yuan. This keeps the Yuan undervalued.!
